Research Associate III
Horatio Blackman, Ph.D. is a Research Associate with CRESP and assistant professor in the college of Education and Human Development at the University of Delaware. Prior to joining the University of Delaware, Dr. Blackman completed his doctoral degree at the University of Pennsylvania where he was an IES Pre-doctoral fellow. During that time, he served as a Research Assistant for the Shared Solutions Research-Practice Partnership and the Consortium for Policy Research in Education (CPRE). He has contributed to a number of peer-reviewed publications in education, ranging from large-scale studies on interventions to investigations of systemic inequalities in education.
Dr. Blackman specializes in mixed methods research, applying his skills to evaluate the impacts of programs and policies, and in the design of new survey measures. For the past 3 years, Dr. Blackman has taught introductory statistics and research design courses to graduate students at the University of Pennsylvania and the University of Delaware.
